Biography

2005-present: Director of WIK (and WIK-Consult), a research institute and consultancy owned by the German Ministry of Economics. Served 2001-2005 as the US FCC's Senior Advisor for Internet Technology, a position comparable in level to the Chief Technologist and Chief Economist. Member of the ARIN board 2000-2002. CTO for GTE Internetworking (and related firms), one of the largest Internet backbone ISPs in the world at the time. Author of numerous articles, and of a textbook on data network design.

I also work as an independent consultant. Clients include the Electronic Frontier Foundation and the International Telecommunications Union (ITU).
