Catherine Muyeka Mumma is a distinguished human rights advocate, lawyer, and legislator in Kenya with decades of experience in governance, constitutional reform, devolution, gender equality, and digital policy. She currently serves as a Nominated Senator representing women in the Kenya Senate, where she also sits on the Speaker’s Panel. She is the Vice Chairperson of the Devolution and Intergovernmental Relations Committee and serves on the Education, and Agriculture Committees. A passionate champion for gender justice and inclusive governance, Sen.

As a specialist in the field of digital technologies, he is involved in the process of Digital Transformation in the Parliament of the Republic of Tajikistan.

Camille Grenier

Camille Grenier is the Executive Director of the Forum on Information and Democracy, a civil society organization he contributed in creating and which facilitates the implementation of an international agreement endorsed by 55 countries globally.  Camille is recognized for his expertise at the intersection of media freedom, information integrity, and platform governance. His previous work has notably focused on the impact of regulation on innovation, and projects on how emerging technologies intersect with society and democratic values.

Bjørn Ihler

Bjørn Ihler is the founder and CEO of Revontulet and the co-founder and Director of the Khalifa Ihler Institute. Ihler is an internationally renowned expert on counter-terrorism and preventing radicalization into violent extremism. Ihler’s work focuses on the international dynamics of terrorist networks, both online and offline. His work has been instrumental in developing a more comprehensive approach to addressing terrorism and violent extremism across various sectors, while maintaining a principled stance on human rights. 

Marjorie Buchser

Marjorie Buchser is a Senior Consultant with UNESCO's section for Freedom of Expression and Safety of Journalists. In this role, she focuses on implementing the Guidelines for the Governance of Digital Platforms with key stakeholder groups, specifically addressing the impact of emerging technologies like advanced AI systems on freedom of expression and access to information.

Rebecca Bauer-Kahan

Assemblymember Rebecca Bauer-Kahan was first elected to represent Assembly District 16 in the California State Assembly in 2018, which includes Alamo, Danville, Dublin, Lafayette, Livermore, Moraga, Orinda, Pleasanton, San Ramon, and Walnut Creek.

Nikolis R. Smith

Nikolis is a former government executive and seasoned diplomat, having served at the U.S. Department of State, with over two decades in the foreign affairs arena and expertise in public policy spanning the U.S. and the Asia-Pacific. Prior to founding StratAlliance, he was the Director for International Partnerships at the Office of the National Cyber Director (ONCD), where he led international cyber engagements at the White House.

Mallory Knodel

Mallory Knodel is the Executive Director of SWF. She is a technology and human rights expert specializing in internet governance and digital policy. Mallory is active in internet and emerging technical standards at the IETF, IEEE and the UN. Her background in computer science and civil society brings a unique perspective to the intersection of technology, policy, and human rights.

Paul Ash

Paul is an experienced leader of international digital policy and diplomacy work. As the inaugural Chief Executive Officer of the Christchurch Call Foundation, he continues to drive a collaborative effort to eliminate terrorist and violent extremist content online. Paul has led the Christchurch Call secretariat since its inception, playing a key role in advancing its mission.

Raoul Manuel

Hon. Raoul Manuel is a Member of Parliament from the Philippines, representing the Youth Party. He belongs to 31 out of 79 House committees, including the Committees on Information and Communications Technology, Science and Technology, Human Rights, Youth and SDGs. He is also a member of the recently organized House Triple Committee on online disinformation. After finishing his BS Applied Mathematics degree, Summa Cum Laude, from the University of the Philippines, he was elected as sole student representative to the Board of Regents of the same university system.

Charlotte Scaddan

Charlotte Scaddan is Senior Adviser on Information Integrity in United Nations Global Communications. She leads work to strengthen the information ecosystem through implementing the UN Global Principles for Information Integrity and related policy, advocating for action to make digital and offline information spaces safer and more humane while vigorously protecting human rights. Her team tracks and advises on policy and crafts strategies to effectively research, analyze and mitigate risks in the information environment affecting UN mandates and thematic priorities.

YB Teo Nie Ching

YB Teo Nie Ching was born in Batu Pahat, Johor. She read law at the University of West England and graduated in 2002. She then returned to Malaysia to practice as a Advocates & Solicitors in Kuala Lumpur after completing her CLP at the Universiti Malaya. She was in practice when she was offered by the Democratic Action Party (DAP) to contest in the Serdang constituency for the 12th General Election.

Franco Metaza

Franco Metaza has a degree in Foreign Affairs. He completed his degree thesis on representativeness in the Parliament of Mercosur. He served as Director-General of International Relations of the Senate of the Argentine Nation (2020-2023).

Sandra Maximiano

Sandra Maximiano, Chairwoman of ANACOM’s Board of Directors since 15 December 2023, holds a PhD in Economics from the University of Amsterdam. She is an Associate Professor of Economics at ISEG – School of Economics & Management, University of Lisbon, where she is co-coordinator of XLAB – Behavioral Research Lab and of the Master’s Degree in Economics program. She is also a Visiting Associate Professor at the Faculty of Law of the University of Coimbra.

Alishah Shariff 

Alishah is Policy and Public Affairs Lead at Nominet - the .UK internet registry - where she leads domestic and international work on policy and regulation, including in areas such as cyber security, online safety and internet governance.

Neema Iyer

Neema Iyer is an artist, technologist and coach. She is the founder and advisor of Pollicy, an award-winning feminist civic technology collective based in Kampala, Uganda and serves on Meta’s Global Women’s Safety Advisory Board. She was also recently a Practitioner Fellow at Stanford’s Digital Civil Society Lab and Senior Fellow in Trustworthy AI at Mozilla Foundation. 

Sorina Teleanu

Based in Geneva, Switzerland, Sorina focuses on exploring the intersection between digital technology and global governance, through conducting research, lecturing for various capacity development programmes (in particular for policymakers and diplomats), and delivering regular briefings for the diplomatic community. She is also a visiting professor at the College of Europe, where she teaches a course on digital diplomacy. 

Pavel Popescu

Pavel Popescu is currently serving as one of the vice-presidents of the National Authority for Management and Regulation in Communications (ANCOM) in Romania. Appointed by the Romanian Parliament on October 10, 2023, for a six-year term, his role involves overseeing the regulation of the electronic communications market and postal services.

With a commitment to enhancing the communications sector in Romania, Pavel Popescu’s expertise is set to contribute to the advancement of ANCOM’s regulatory objectives.

Dominique Hazael-Massieux

Dominique Hazael-Massieux is VP of Global Impact in W3C, the leading global standards organization for Web technologies. Dom has been working for W3C since 2000. He is involved in the development of several global technical standards and more specifically looking over the systemic impact of AI on the Web. He recently helped launch new W3C work around technologies to help dealing with mis- and dis-information.
